They reduce recoil, muzzle flash/signature, noise and improve accuracy. Most suppressors reduce the noise to below OSHA hearing safety standards. They help new shooters be less afraid of firearms which in turn helps them learn to shoot without picking up bad habits (no flinching).
They are also great when shooting around livestock or other living things that would be spooked or alarmed.

No, no license is required. NFA items are taxed upon transfer. As such there is a special form that must be filled out and a $200 transfer tax paid to Uncle Sam.
